- Update on Mountaineer Heritage / South U Park

The City submitted an application to the WVDOH to acquire ownership of the Park, along with support letters, but this can be a lengthy process. Things are still stalled with WVU’s OEDC, as they have not clarified how they wish to commit to this project, both in terms of funding and work. Drew said that the WVU map of trails created by the International Mountain Biking Association has been delayed as well. It was suggested perhaps the city could begin working on a design plan for the Park, while waiting to hear back from DOH.
Assistant City Manager, Emily Muzzarelli, said there has been a request to extend the construction timeline of the proposed hydro power plant near the dam, which includes a parking area/access road. Ella pointed out that they had previously requested this project to include a restroom as part of the compensation for using the property.
Jenny suggested, while waiting for the issue of ownership to be resolved, we could go ahead and begin planning for the kid’s area. - Murals
The plan for two murals in the Park is underway by BOPARC and Debbie Palmer, and work should commence in July.
- MUB Sewage Overflow Point Signs
Frank has continued to correspond with the DEP, and recommended wording change for the signs has been sent to MUB. MUB has asked how many complaints have been received, and from whom. The answer is, basically, anyone planning an event or planning an outing (kayak clubs, etc.) is going to be concerned about the signage. Emily indicated that the City will pay for new signs. She is going to coordinate with the communications department to put together a proposed design and wording; Jessica forwarded her the proposed language previously shared with MUB. Once a design is finalized, Jessica/Frank can share with MUB for final approval.

There will be a ribbon-cutting ceremony planned for 11 a.m. June 26th for the Star City History Plaques.
Ella announced that there is a lot of repair and cleanup happening at various points on the rail trail after Sunday’s heavy rains and flooding, especially near mile marker 5 and 6, north of Star City. The contractor is still working, and despite signs, some are still going through. She just asked that folks use extreme caution when going through those areas.
